GENERAL DESCRIPTION:

This position is responsible for assisting in processing the monthly payroll of over 33,000 retirees for the State of Wyoming. This consists of balancing, paying insurance premiums to vendors, administration of survivor benefits, customer service to retirees, and other necessities for payroll.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

* Client contact/communication. Navigate the RAIN program thoroughly and efficiently to provide quick and precise answers to questions from retirees, insurance vendors, and agencies.
* Answer daily correspondence related to retirement status, benefit amounts, options, insurance, banking information, beneficiary information, death benefits, tax changes, and account balances.
* Provide accurate information regarding the Wyoming Statutes associated with the Wyoming Retirement System.
* Communicate frequently with State agencies, financial institutions, mortgage loan institutions, and mortuaries.
* Provide new retires with confirmation of benefits processing, print, and mail monthly payroll statements, and provide verification benefit letters to retired members.
* Calculate the final benefit payment for deceased members and correspond with the representative of the estate.
* Calculate survivor benefit if the member chooses that option, send correspondence, set up accounts for the deceased member who chose to allow for survivor benefits, and prepare any refunds.
* Communicate with life insurance companies as needed in regards to notification and representation of a retiree's death and estate.
* Balance vendor payments.
* Review all new retirements added to RAIN for accurate information.
* Manage payroll deductions for Prudential insurance for all state employees, maintain enrollments and terminations in the payroll system, and review forms to ensure regulations are being met.

Qualifications

PREFERENCES:

Preference may be given to those who have knowledge of retirement processes.

KNOWLEDGE:

* Knowledge of the benefit and actuarial structures of the eight defined benefit plans administered by WRS. Understanding of Wyoming Retirement Act, Board rules, and internal policies.
* Knowledge of defined benefit plans and defined contribution plans.
* Knowledge of State and Federal legislation as it applied to retirement plans.
* Knowledge of the custody bank (Northern Trust) benefit payment system.
* Skills in mathematics of finance, algebraic calculation, oral and written communication, time management, and organization.
* Skills in gathering, evaluating, and computing financial data including high/analytical, thinking and reasoning.
* Ability to communicate and work with various stakeholders at all levels.
* Maintain a high level of performance and professionalism with little supervision.
* Ability to interact professionally with office personnel in a team environment.
* Working knowledge of software programs such as Microsoft Excel, Word, PowerPoint, and Google G-Suite.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant.

OR

Education & ExperienceSubstitution:

3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
