Education - Bachelor's Degree Skills - Contract Management - Analysis Skills Description and Functions Open Until Filled GENERAL DESCRIPTION: The Contracts and Supports Coordinator represents and supports the Behavioral Health Division (Division). Responsibilities include management and oversight of up to 400+ contracts each biennium. This position reports directly to the Division Policy, Planning, and Operations Unit Manager and acts as the main liaison between the Division and the Attorney General's Office, Enterprise Technology Services, Fiscal, HIPAA, and Director's Office for compliance with applicable state and federal regulations and laws related to contract development. This role also includes coordination of Division operations, correspondence, short and long-term strategic planning, rules, project development, and quality controls for projects, data, and reports. The Coordinator will actively research, review, and interpret federal and state statutes, regulations, rules, legislative intent, agency mission and goals, gubernatorial and administrative requirements, and then these requirements to Division programs and corresponding contracts. The Coordinator shall help facilitate the Division's role in performance management, through HealthStat. This position will also have supervisory responsibilities of the Cheyenne Division's administrative staff. Human Resource Contact: ************ ********************* ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. Oversees the Division's contract process for all Division contracts, including the facilities. Monitors progress on drafting, timely document reviews, coordinating the signature process, identifying gaps, and developing strategies to ress these gaps. Oversees the use and upkeep of the Access database and generates for use by Division Administrators, Supervisor, and Unit Managers. Review of the contracts will ensure alignment with Division mission and goals, the current strategic plan, and HealthStat targets and initiatives. Trains and assists program managers on contract updates and developing Requests for Proposals (RFPs) and Requests for Applications (RFA) following the State Procurement Process as well as State and Federal rules and regulations. Serve as the main point of contact for contract issues. Coordinates the day-to-day operations of the Cheyenne Division support staff. Supports staff assignments, supervision, and evaluation. Involved in strategic planning and reporting, budget development and management, organizational systems management, staff supervision and evaluation, project/program development, implementation, and evaluation. Serves as the lead on Governor's Correspondence, memos to the Director's Office, and ad hoc correspondence requests from political officials, the media, and stakeholder organizations. In this role, the Coordinator is responsible for the following duties: - Reviewing correspondence, distributing it to the appropriate unit/facility administrator for a response, creating a response timeline to align with the due date requested by the Director's Office, and tracking correspondence progress; - Compiling draft responses and then working with support staff to complete editing and formatting the information; - Requesting itional information - Creating, updating, and continually reviewing the major communication process methods to keep Division staff up to date on changes in and expectations from the Governor, Department Director, and Senior Administrator. - Doing a final review on all major Division communication documents to ensure professionalism, consistency in information, and to keep the Division's Senior Administrator aware of information being released. Assist in policy and strategic planning development, implementation, and monitoring. Facilitates the BHD's role in Department and Division HealthStat and is responsible for the following duties: - Attends and facilitates prep meetings with program teams before Department Performance Improvement Team (PIT) meetings. - Trains Division staff on the internal process and provide wide-spread communication on any updates; - Participates in internal PIT meetings with program managers. - Keeps continual track of process improvements, helps facilitate an annual review of the entire system with the Unit Supervisor to determine upgrades, and makes changes as necessary. - Prepares and coordinates internal annual BHD HealthStat reports. Reviews each progress report, vets data, confirms strategies, and monitors completion. Works directly with the Unit Supervisor on the Division strategic plan and serves as a representative to special projects and committees that affect BHD's roles. Input and co-facilitation of the strategic plan updates and special projects. Performs research and planning for special assignments involving state or federal legislation, statutes, rules, or policy issues, including gathering data and creating special reports. Facilitate continual review of status once strategic plan or special projects have been implemented. Provides quality customer service to clients, colleagues, providers, and stakeholders. Access to Protected Health Information (PHI) for this position, both electronic and print, is on file and will be reviewed annually during the PMI process. Other Duties as Assigned. Qualifications PREFERENCES: Preference may be given to candidates who have a degree in human services, health administration, business, political science, public administration, psychology, social services, or other related field. Preference may be given to candidates who have 2-5 years of experience in contracts management, policy, or project facilitation. KNOWLEDGE: Knowledge of State and federal government functions, procedures, concepts; principles and practices of professional healthcare administration; and policies and procedures established for the work system. Ability to comprehend federal regulations, state statues, program rules, and policy. Ability to interpret and integrate the foregoing into legislation, statute, and policy. Knowledge of Governmental accounting and management analysis. Ability to examine documents, data, and reports for completeness, accuracy, and conformance with regulations. Knowledge of federal government laws related to state programs using federal funding sources. Ability to comprehend, organize, and manage large and complicated projects. Ability to organize large scale projects requiring complex analytical ability and difficult research. Ability to organize and conduct successful and informative meetings and presentations for a diverse audience including state, federal, and local agencies, legislators, professional associations, and other stakeholders. Skills in Interpersonal relations, team-building and consensus-building. Ability to set goals and motivate staff to achieve determined goals. Skills in oral and written communications in order to communicate with a broad range of audiences, including administrators, legislators, contractors, and staff. Ability to communicate program information and policy to public and private entities. Ability to create publications informing stakeholders and the general public of critical program information. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Business) Experience: 1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants & Contract Administration Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Grants & Contract Specialist Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: This position takes place in an average work environment.
