Education - Bachelor's Degree - Master's Degree Skills - Emergency Management - Clean Driving Record - Communication Skills - Inventory Control Description and Functions Open Until Filled GENERAL DESCRIPTION: The Wyoming Department of Health is seeking to fill this Emergency Preparedness Specialist II full-time exempt position to increase the state's ability to prepare for and respond to public health emergencies. The purpose of this position is to provide guidance, support, and technical assistance to state and local public health departments and communities to prepare, prevent, respond, and rapidly recover from public health threats critical to protecting and securing the nation's public health; coordinate public health emergency preparedness and response efforts to prevent epidemic and pandemic outbreaks of contagious diseases, protect against environmental hazards, and assure the quality and accessibility of health services before, during and after an incident. This position functions under direct supervision of Readiness and Countermeasures Program Manager with a high degree of initiative and responsible for developing and coordinating all hazards disaster response and recovery plans, continuity of operations plans, emergency operations plans, and other plans, protocols, procedures, and guidelines for Public Health Preparedness and Response Unit and the Agency as assigned, as well as establishing and maintaining dialog with community groups, state agencies and other organizations to efficiently plan for and respond to emergency public health events. Human Resource Contact: ************ ********************* ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. Assists with program monitoring, program deliverables and performance measures, and participates in and provides subject matter expertise. Develop, coordinate, integrate, validate, and manage of highly complex public health and medical services emergency operations plans, leads, co-leads, or serves with inter- and intra-departmental planning teams, providing recommendations on emergency operations planning. Develop timelines and other project tools necessary to form strategies, coordinate actions, and ensure timely completion of revisions, and new products. Provide EMAC management, and maintenance. Provide technical assistance and guidance to specific to compliance standards articulated through the National Incident Management System (NIMS), the National Response Framework (NRF), and Federal Continuity Directives (FCD) - 1 and 2, and other Federal requirements. Identify emergency staffing solutions through the Essential Personnel Survey application, as well as coordinate quarterly updates to Essential Personnel Survey, analyze results and with PHPR leadership, and coordinate quarterly drill for notification. Establish and maintain dialog with Public Health Division units, community groups, state agencies and other organizations to efficiently plan for and respond to emergency public health events, and coordination with Public Health Sciences Section to support disease investigation, laboratory response, and disease specific plans. Backup to Medical Countermeasure Coordinator, with responsibility to fully execute all aspects of Wyoming SNS plan, including coordinating, managing the request, receipt, staging, securing, processing, subsequent deployment and recovery of pharmaceutical products and medical equipment throughout Wyoming during an emergency. Backup to Medical Countermeasure Coordinator for CHEMPACK operations. Participate in SNS training and educational programs and other activities in support of achieving benchmarks, objectives and critical capacities articulated by the Centers for Disease Control (and Prevention) (CDC) in grant guidance. Participate in Medical Countermeasure Operational Readiness Review (MCM ORR) at state, CRI, and local level. Develop expertise using BOLD planning application, and maintain WDH COOP. Maintain skills, knowledge and abilities related to program through attendance at various types of federal, regional, state and local training venues. Support training and exercise activities for state, local and federal partners. Be available 24/7 to work in the State Health Operations Center, and security contacts for storage site. Provide emergency response after hours and on weekends as necessary. Perform other duties as assigned by supervisor. Qualifications PREFERENCES/**AGENCY REQUIREMENTS: Preference may be given to candidates who have a Master's Degree in emergency management, planning, or closely related field. Preference may be given to candidates who have completed certification training in the following FEMA courses: ICS - 100; ICS - 200; ICS - 300; ICS - 400; IS - 700; IS - 800; and IS - 800b. **Requires a valid motor vehicle operator's license and acceptable driving record, both of which must be maintained. KNOWLEDGE: Knowledge of state and federal emergency preparedness and emergency management systems and resources. Knowledge of and experience in emergency operations, preparedness, planning, NIMS, and ICS. Skills in oral and written communication with an ability to tailor communication to different audiences. Knowledge of effective inventory management principles and techniques. Knowledge of principles and practices of organizational development, general emergency management principals. Skills in emergency preparedness plans development and management Ability to function effectively during an emergency in a high stress environment for extended work period. Ability to travel to complete job responsibilities MINIMUM QUALIFICATIONS: Education: Bachelor's Degree Experience: 0-3 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I OR Education & Experience Substitution: 4-6 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: Some travel throughout the state, as necessary to provide oversight to all programs of responsibility. NOTES: FLSA: Exempt Agency may require FEMA courses and/or Master Exercise Practitioner (MEP) certification. Applicants must have the ability to qualify for a Secret Security Clearance.
