  • QuestionsDescription and FunctionsOpen Until FilledGENERAL DESCRIPTION: The Wyoming Department of Transportation (WYDOT) is seeking a Technical Operations Specialist in Cheyenne, Wyoming. As a Technical Operations Specialist, you will be responsible for performing various duties, under limited supervision, in order to provide a safe, high quality, and efficient transportation system. This position will oversee traffic electrical operations statewide by providing programming, setup, training and expert technical support, complex troubleshooting, product research and development, network security, and project administration and management for Traffic Control devices.Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne also is home to the "Daddy of 'em All" Cheyenne Frontier Days held every last week of July. Wyoming is one of only seven states with no state income tax.Human Resource Contact: 307-777-4467ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
    • Installation and project management.
    • Provide guidance to contractors and WYDOT construction engineers on electrical projects.
    • Ensure compliance of all Natural Electric Code (NEC) rules and regulations, State Standards and Specifications, stamped plans and any special provisions.
    • Manage electrical only projects not assigned to a Resident Engineer.
    • Create and manage work request for large repair projects.
    • Take the lead for repairs on smaller in house projects with WYDOT forces.
    • Device setup and testing prior to installation statewide.
    • Leading field technicians in installation, operational techniques, and verifying proper function after installation.
    • Expert technical support and training for district electrical technicians.
    • Provide biannual training for proper maintenance procedures, operation and programming of complex electrical/electronic devices, systems and test equipment.
    • Provide advanced ongoing technical support for all traffic electrical devices; write detailed documentation for proper electrical device operations.
    • Complex troubleshooting and diagnostics when there is a problem with a system or component that is beyond the scope of a district electrical technician.
    • Plan and implement upgrades, changes and repairs.
    • Testing and research of new devices, products, and advanced technologies for compatibility and advancement of our current systems.
    • Determine devices that are near end of life or problematic in order to justify replacement.
    • Assign network IP addresses for controllers, radios, managed switches, UPS, detection systems, cameras, conflict monitors and Bluetooth detectors.
    • Location specific programming for coordination, timing, phase sequence, and schedules for traffic signals.
    • Annually perform random inspections on traffic devices statewide, inspect and score the Districts on the condition of devices and maintenance performed.
    • Create reports to present to District Traffic Engineers and technicians with findings and recommended remedies.QualificationsKNOWLEDGE:
      • Skills in work leadership, employee motivation, complex work planning, prioritizing an scheduling.
      • Skills in oral and written communication.
      • Ability to effectively communicate with vendors and representatives of other entities to facilitate unit goals.
      • Knowledge of policy and procedure as outlined in the Supervisor's Employee Management Manual.
      • Knowledge of policies concerning procurement procedures.
      • Knowledge of concepts contained in the Federal Traffic Monitoring Guide.
      • Knowledge of basic electronics engineering and servicing principals.
      • Competent skills in the use of computers.
      • Knowledge of data transmission systems and capabilities.
      • Knowledge of fundamental statistical concepts and methods.
      • Ability to accept responsibility and work under pressure to meet deadlines.MINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Telecommunications)Experience:0-3 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations TechnicianCertificates, Licenses, Registrations:Some agencies may require a Class A Commercial Driver's LicenseOREducation & Experience Substitution:4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations TechnicianCertificates, Licenses, Registrations:Some agencies may require a Class A Commercial Driver's LicenseNecessary Special RequirementsPHYSICAL WORKING CONDITIONS:
        • Able to lift 50 pounds
