GENERAL DESCRIPTION:

This position serves as a liaison for the Office of the Chief Information Officer (OCIO), focused on building relationships and supporting State of Wyoming agencies, emphasizing customer relationship management, IT service management, value delivery, and project coordination, strategic alignment, and process improvement. Key roles and functions include: developing a deep understanding of State of Wyoming agencies, visions, needs, and operations, development of client inventory and portfolio management; coordinating projects and initiatives as it relates to IT services and solutions with minimal supervision; and communication and collaboration with key stakeholders across the state to ensure the alignment of IT to the business needs.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Serve as liaison between OCIO and State Agencies and Stakeholders.
  • Work closely with clients to develop and understanding the business needs to include mission, vision, values, goals, and operations.
  • Develop successful working relationships with State of Wyoming Agencies and ETS IT Teams.
  • Lead the coordination and management of all phases of medium to large IT projects to include reporting, communication, and risk management.
  • Conduct business reviews and business process mapping with/for ETS customers.
  • Identify and address customers' needs in a timely manner.
  • .Collaborate with internal teams to address customer needs.
  • Establish and maintain a strong knowledge of ETS products, pricing, policies, etc., to educate clients on business and process benefits.
  • Assist in analysis and research across ETS services and initiatives to collaborate to create recommendations for customers.
  • Assist in the development and promotion of a continuous improvement culture across the department.
  • Travel as needed to meet with customers/clients.

Qualifications

PREFERENCES:

Preference may be given to those with experience in customer relations management, business relations management, and service management.

Preference may be given to those with experience in project management and coordination.

Preference may be given to those with experience in organizational process improvement and practices.

Preference may be given to those with experience in issue tracking and facilitation to resolution.

Preference may be given to those with experience in research and analytical reviews and making business decision recommendations based on findings.

KNOWLEDGE:

  • Skilled in working in a cross-functional team environment.

  • Ability to coordinate projects to meet state and federal standards; prepare detailed business requirements and project plans; organize, analyze and prepare flow charts and project documentation.

  • Effectively using interpersonal and communications skills, including tact and diplomacy.

  • Technical writing skills.

  • Ability to maintain discretion and confidentiality.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Computer Technology)

Experience:

0-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst II

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst II

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • This position is a hybrid teleworking schedule with a home office of Cheyenne, Wyoming. Additionally, this position will have an expectation for a 24-hour call back to the home office.

  • Travel, State of Wyoming
