GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks a Senior Lands Management Specialist in Cheyenne, Wyoming. As a Trust Land Management Division member, this position provides subject matter expertise related to land management procedure and administration, including knowledge of applicable rules, regulations, and statutes related to the management of approximately 3.4 million acres of State Trust Land Surface. This Senior Lands Management Specialist position manages the Grazing and Agricultural Leasing Program. Specifically, this position manages lease assignments, sub-leasing, and leasing of vacant trust land for grazing or agricultural use on approximately 3.4 million acres. This position works directly with surface users to ensure proper and accurate lease transfers and analysis of grazing and agricultural practices to calculate excess rental due properly.

This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range, the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. The location also provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Receives, analyzes, researches, and processes all agricultural and special use lease assignments andtransfers.
  • Interprets legal documents, provides analysis of leasehold interest, researches chain of title, calculates for acreage, Animal Unit Months (AUMs), determines rental fund distribution and fees, writes and plots legal description from available data, provides verification of corporate status, composes detailed correspondence and reports; prepares lease documents and files.
  • Records and releases financial security interests received from the private sector.
  • Receives, analyzes, researches, and processes all sublease and pasture agreements on agricultural and special use leases.
  • Extractsinformation from lease agreements to calculate excess rental.
  • Develops and maintains a system to collect excess rental, requests new sublease agreements for terminating contracts, and maintains internal records.
  • Implements division programs for state trustlands under limited supervision to reach division goals and objectives.
  • Composes detailed correspondence and matters for the Board of Land Commissioners' consideration.
  • Provides technical assistance and explains the departmental policy to the general public in matters concerning assignments, security interests, as well as determines land ownership related to surface leasing.

Qualifications

KNOWLEDGE:

  • Knowledge of legal land descriptions.
  • Knowledge of statutory requirements governing surface leasing andregulations.
  • Knowledge of real estate principles and concepts.
  • Knowledge of basic accounting principles.
  • Knowledge of agricultural customs and terminology.
  • Knowledge of Microsoft Office products, GPS units, and related software.
  • Skills in oral and written communications, problem-solving and decision making.
  • Skills in interpreting maps and plotting legal descriptions.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-2 years of progressive work experience(typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Land Management Specialist

OR

Education & ExperienceSubstitution:

3-5 years of progressive work experience(typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Lands Management Specialist
