GENERAL DESCRIPTION:

This position is responsible for, on a state-wide basis, all land management & professional land surveying associated with Wyoming Military Department real property interests and legal land boundaries.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

* Act as program representative regarding all Wyoming Military Department real estate and land interests.
* Provide land management and make recommendations to the Chief, Planning and Programming and Construction & Facilities Maintenance Officer (CFMO).
* Coordinate with state and federal public land managers, including the Bureau of Land Management, National Guard Bureau, US Army Corps of Engineers, US Department of Air Force, Office of State Lands and Investments, State Engineers Office, and the State Attorney General's Office.
* Provide public assistance as it relates to the Wyoming Military land management policies.
* Assure compliance with State and Federal requirements.
* Meet with landowners and public service groups.
* Administer leases and manage payments associated with the Wyoming Military Department grazing program.
* Manages activities related to the termination, expiration, and relinquishment of real property interests.
* Explain agency policies and procedures as applicable to land management and professional land surveying practices.
* Attend public meetings to represent the Wyoming Military Department on land issues.
* Develop property acquisition and disposal plans.
* Provide legal counsel with applicable research documentation in preparation for legal actions.
* Provide court depositions and serve as an expert witness.
* Devise a timetable, schedule, or agenda to achieve work objectives, complete projects, or develop changes in work processes.
* Plan for effective use of material and personnel resources within the program.
* Review legislation impacting the agency with regards to land management and professional land surveying.
* Analyze, interpret, evaluate, and make professional decisions to make correct property & land corner, boundary, and property ownership determinations.
* Establish and monument property and land boundaries, easements, and licenses.
* Direct the development, coordination, and scheduling of land survey projects and contracts.
* Determine agency professional land surveying operations and procedures.
* Assure compliance with state and federal laws, rules, and regulations and agency operating policy pertaining to land surveying activities.
* Review and examine land survey work products.
* Transmits land survey data.
* Provide appropriate application of boundary control and legal principles.
* Perform professional land surveying activities as defined by State Statutes and Board Rules and Regulations.
* Professionally certify applicable documents and records as required by State Statutes and Board Rules and Regulations.
* Prepare and file in the public record final documents in accordance with State Statutes and Board Rules and Regulation.
* Draft legal descriptions, contracts, deeds, easements, leases, agreements, and other documents related to the transfer and disposal of real property interests.
* Search public records to determine land ownership and title interests.
* Perform title examinations and abstracts.
* Negotiate land acquisitions and transfers.
* Research, analyze and interpret technical and legal documents such as title commitments, deeds, abstracts, and other land-related real estate documents.
* Resolves conflicts related to writing legal descriptions and entitlement.
* Provide program technical support and direction regarding all aspects of land management and professional land surveying.
* Answers technical questions posed by other programs.
* Provide technical analysis, support, and resolution involving engineering projects, title examination, real property conflicts, state and federal land appropriation, and research.
* Perform detailed analysis and determine efficient work processes.
* Manage real property databases as directed by the National Guard Bureau and Program Manager.
* Manage, develop and maintain inventory of land interests owned by the Wyoming Military Department.
* Produce records of conversations, meetings, and calls.
* Research and maintain historical land survey information and legal documents.
* Compile researched private and public records.

Qualifications

PREFERENCES/AGENCY REQUIREMENTS:

Preference may be given to the candidate with a Bachelor's Degree in Land Management, Land Surveying, Engineering or related fields, and a valid certificate to use the title of "Professional Land Surveyor" under Wyoming Statutes regulating the professional registration of Land Surveying in Wyoming.

Must possess a valid license to practice Land Surveying in the State of Wyoming.

* Ability to analyze and resolve complex issues involving the description and transfer of real property.
* Knowledge of principles, concepts and practices of real estate laws, marketing, appraisal, transactions and negotiations.
* Knowledge of laws, policies and regulations affecting real property transfers and conveyances.
* Skills in team work, leadership, project & land management.
* Knowledge of principles in real property interests & legal boundary control, State and Federal laws and rules & regulations.
* Knowledge of the U.S. Public Land Survey System, local land systems, coordinate geometry and survey software.
* Abilities to development and maintain digital archives & data bases.
* Knowledge of the concepts, theories, methods, practices and procedures of surveying, state and common law relating to property, boundaries and the legal principles of land surveying.
* Knowledge of the principles, theories and practice of land management and the transfer of real property interests.
* Abilities to apply mathematics (algebra, trigonometry and statistics) specific to the fields of real estate, land surveying and engineering.
* Skills in researching and knowledge of the methods, techniques and sources of information specific to the public record, external sources and within the organization.
* Competencies in the effective practices, methods, techniques of utilizing modern land surveying equipment.
* Skills related to the analysis complex real estate interests, research and land surveying evidence.
* Knowledge of the procedures for legal recording of maps, plats, records of survey, water rights, corner records and other documents requiring certification by a Professional Land Surveyor.
* Skills in decision making and negotiations. Competencies in the operation of current computer equipment and software.
* Skills in interpersonal relationships.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree in Land Surveying

Experience:

1-2 years of progressive work experience in (Land Surveying)

Certificates, Licenses, Registrations:

Possession of a valid certificate to use the title of "Professional Land Surveyor" under the statutes regulating the professional registration of Land Surveying in Wyoming. The professional Land Surveyor license number is required on the application.

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience in (Land Surveying)

Certificates, Licenses, Registrations:

Possession of a valid certificate to use the title of "Professional Land Surveyor" under the statutes regulating the professional registration of Land Surveying in Wyoming. The professional Land Surveyor license number is required on the application.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

* Minimal travel may be required.
* This job is performed primarily in a normal office environment.
