Description and Functions

Open Until Filled


Provides clerical and office support functions by maintaining the adjudication records of the Board of Control. Performs data entry and other administrative functions to support administrative and technical operations of the division.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Prepares legal advertisements for adjudication purposesprior to each quarterly board meeting.
  • Prepares proof reports prior to each quarterly board meeting to present that data for review by each superintendent to declare that the appropriations involved have been perfected in accordance with the permit issued.
  • Responsible for creating Certificates of Appropriation for newly adjudicated water rights and the official recording of said certificates.
  • Data entry of new adjudications into water rights database (e-permit).
  • May assist in the creation of amended certificates of modification of existing certificates as part of the petition process.
  • Researches extensive documentation for various requests from the field offices; this includes supporting material such as maps, permits, and proof forms.
  • Supports associate administrative personnel in agency mail handling and customer service functions.
  • Determine the proper course of action to correct inaccurate information.
  • Extensive research and review of water right records to determine the history of a water right.



Preference may be given to those with two or more years of progressive work experience in office records and communications.


  • Knowledge of agency policies, procedures, and general office practices.
  • Skill in interpersonal relations; oral and written communication; accuracy and attention to detail; organization and planning; operating a variety of office machines including phone, scanner, copier, fax, and computer applications (database, spreadsheet, word processing, email); interpreting legal land descriptions; read and interpret maps, decrees and other technical information; knowledge of legal and ethical boundaries and the ability to work within them; demonstrates integrity and fairness; uses appropriate interaction skills to guide individuals.
  • Ability to work independently; follow policies and procedures; establish and maintain effective working relationships with co-workers, supervisors, and the general public; work with customers to assess their needs.



Associate's Degree (typically in Business)


0-2 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I


Education & ExperienceSubstitution:

2-4 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I

Necessary Special Requirements


  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.

  • The mission of the Wyoming State Engineer's Office and Board of Control is to provide for the general supervision and protection of both inter-and intra-state water of this state, including the appropriation, distribution, and application to beneficial use of water as provided under the prior appropriation doctrine while maintaining the flexibility within that framework to meet the changing needs of the citizens of Wyoming.
