GENERAL DESCRIPTION:

We are seeking a motivated candidate to lead the Wyoming State Archives (http://wyoarchive.gov). Our strengths include 14 FTE staff, a digital repository in place for almost a decade, and a records management program that uses a functional approach to records scheduling, a robust scanning program, strong collections documenting state and local government, as well as a small but rich manuscript collection. The primary responsibility for this position is to serve as the State Archivist and the management and oversight of the Wyoming State Archives' three units, the Archives, Records Management, and State Imaging Center. This includes the management and maintenance of physical collections and the Wyoming Digital Archives. The position is responsible for managing the entire State Archives staff (14 FTE) and the administration of the State Archives budget. The State Archivist is responsible for ensuring effective outreach, guidance, and support to other State and Local Government entities and the general public.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Responsible for administering Wyoming's state records programs in accordance with Wyoming Statutes 9-2-401 through 9-2-415
  • Establish standards, policies, procedures, and techniques for effective management of Wyoming's archival records and historical collections.
  • Direct the State Records Committee, the Wyoming State Records Advisory Board, and various internal policy committees.
  • Oversee the management of the archives and historical collections, the Wyoming Digital Archives repository, and the records management program, including the State Records Center and the State Imaging Center.
  • Prioritize service to state agency staff, administrators and elected officials, and the general public through the use of emerging technologies, expanding online access, and ensuring excellent public service.
  • Regularly monitor the budget and assist the Deputy Director in preparing and reporting the biennial State Archives budget and supplemental budgets.
  • Foster collaborative relationships with state and local government offices and Wyoming citizen groups to promote effective records policies and promote the use of State Archives collections.
  • Provide expert guidance to all levels of government staff in the efficient and responsible management of their records, regardless of format.

Qualifications

PREFERENCES:

Preference may be given to applicants with a Masters Degree in Archival Studies, Library Science, History, or closely related field of study.

Preference may be given to applicants with 3 to 5 years of professional experience in basic archival theory, methods, and/or practice, description, preservation, reference services, outreach, records management, and historical research methods.

KNOWLEDGE:

  • Expert knowledge of accepted archival and records management standards, principles, and techniques.
  • Evidence of active involvement in professional activities at a statewide, regional, or national level
  • Understanding of the emerging issues in the archives and records management field, including the management and preservation of electronic records and providing access to records online.
  • Excellent communication skills and ability to relate and communicate effectively with key. stakeholders including constituents, elected officials, government officials at all jurisdictional levels, and the state Executive branch. Strong public speaking and writing skills.
  • Demonstrated ability in personnel management, including the ability to provide leadership to employees.
  • Skill in establishing and monitoring staff work priorities and in resolving conflicts between and among employees.
  • Knowledge of State and Federal policies and procedures.
  • Knowledge of governmental accounting, contracting, and financial management procedures. Ability to read and interpret program rules and policies.
  • Ability to work in a busy environment and manage competing priorities.
  • Ability to prioritize using independent judgment and to work with constant interruptions and changing schedules.
  • Ability and willingness to work with elected officials and provide information both written and verbally in committee meetings.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Cultural Resources)

Experience:

2-4 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Cultural Resources Supervisor

OR

Education & ExperienceSubstitution:

5-7 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Cultural Resources Supervisor
