GENERAL DESCRIPTION:

Direct and manage the activities of the Interstate Streams Division to help assure Wyoming's compliance with the river basin allocations granted to the state by multi-state decree or compact and to monitor legislation and administrative actions that may impinge upon Wyoming's ability to utilize those allocations.

The mission of the Wyoming State Engineer's Office and Board of Control is to provide for the general supervision and protection of both inter-and intra-state water of this state, including the appropriation, distribution, and application to the beneficial use of water as provided under the prior appropriation doctrine while maintaining the flexibility within that framework to meet the changing needs of the citizens of Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Serve as the representative for Wyoming to any number of multi-state river basin entities. Responsible for assuring Wyoming's interests are represented and setting operating policy in the basin, and directing the work of Interstate Streams staff to various technical committees whose work supports the day-to-day activities.
  • Provide policy and technical support to the State Engineer and/or Wyoming's Compact Commissioners on matters related to compact and decree management and oversight. Provide recommendations to the State Engineer and/or Wyoming's Compact Commissioner in developing policy and the state's positions on interstate river basin issues. As requested, sit in for the State Engineer and/or Wyoming's Compact Commissioner at various interstate meetings.
  • Understand the budget needs for Wyoming to assure obligations and compliance of our various compacts and decrees. Develop and make recommendations to the State Engineer relative to the budget needs of the division. Manage the budget provided to the Interstate Streams Division.
  • Review/assess/comment on plans, rules, projects proposed by other states, federal or local agencies to determine the impact of such actions on Wyoming's water resources and our compact/decree allocations.
  • Provide general management and supervision of all ISS staff.
  • Provide visionary thinking to the State Engineer and/or Wyoming's Compact Commissioners on topics such as trends in data needs and how this agency may effectively and proactively interact with federal and other state agencies.
  • Serve as Wyoming's representative to various regional and national water organizations. Wyoming is a member of several national and west-wide water organizations that monitor federal activities and congressional actions for pertinent water issues and take action appropriately.
  • Maintain contacts in Wyoming's three congressional offices with staff responsible for water and natural issues and provide information to those staff as requested. Monitor water-related legislation. Provide comments through the State Engineer as needed. Monitor essential components of the federal budget for federal programs important to this agency. Communicate with federal agency directors and assistant secretaries as necessary.
  • Act as agency liaison for numerous Wyoming inter-agency coordination meetings. This includes scheduling and agenda development. Agencies include Water Development, Game & Fish, Environmental Quality, Agriculture, State Lands, and others. Schedule specific meetings with federal agencies as needed.

Qualifications

KNOWLEDGE:

  • Knowledge of Wyoming water law, general understanding of water laws of surrounding states; federal and state legislative processes; rulemaking procedures; case law interpretation; compacts and decrees to which Wyoming is a party.
  • Knowledge of hydrologic processes and ability to review technical information and condense that review into a summary understandable to the lay public.
  • Knowledge of Wyoming environmental law and permitting processes; federal environmental law and requirements applicable to delegated programs; general understanding of regional environmental programs and requirements.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree(typically in The Sciences)

Experience:

3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor

OR

Education & ExperienceSubstitution:

6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor

PHYSICAL WORKING CONDITIONS:

  • Participation in the various groups as Wyoming's representative requires extensive travel.
