Description and Functions

Provide technical assistance and support for secondary and postsecondary Wyoming career technical education (CTE) in the areas of student transitions, career guidance/advisement, Carl D. Perkins grant support and monitoring of sub-recipient activity, approval of sub-recipient local applications, local student performance indicator (LPI) negotiations, local five-year plans, and verification of alignment with Wyoming Perkins V state plan.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Directs, manages, and evaluates a state and/or federal program.

  • Develops and implements state-level activities for educational programs.

  • Monitors programs for compliance with regulations and provide feedback to districts or sub-grantees.

  • Develops and monitors contracts with professional service providers as needed.

  • Monitors federal funds for appropriate expenditures and ensures all funds are drawn down in a timely manner and that they are being used appropriately.

  • Identifies potential problems and devises solutions.

  • Oversees the grant/contract process.

  • Disseminates professional trends by presenting information at meetings, workshops, and/or conferences.

  • Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and to implement new programs.

  • Due to changing federal regulations, the responsibility to interpret and make recommendations on policy analyses the impact of federal and state decisions on organizing and developing systems.

  • Plans and conducts workshops and training on state and/or federal programs.

  • Oversees grant application process.

  • Authority to ensure compliance.

  • Conduct performance appraisals as well as all other supervisory responsibilities.

  • Develops program budget, approves grants and funding, and monitors the appropriateness of expenditures to meet project goals.

  • Plans and develops program strategies with educational programs, management, other agencies, organizations, and interested groups concerning funding options and best practices regarding delivering services.

  • Oversees all aspects of various programs, including assistance to the primary program, such as counseling for programs.

  • Determines goals in professional development to ensure all job functions can be met.

  • Oversees completion of state and federal reporting requirements.

  • Support CTE supervisor with activities as assigned



To individuals with a Bachelor's degree in career and technical (CTE) Education or 1-5 years experience in grant management.


  • Knowledge of the state fiscal and budget process.
  • Knowledge of statewide assessment and accountability systems, practices, and standards.
  • Knowledge of research design, data analysis, and practical application to large-scale assessment development and implementation at state and local levels.
  • Knowledge of interpersonal communications.



Bachelor's Degree (typically in Education)


1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at an Education Program Specialist level.


Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at an Education Program Specialist level.

  • Typically, the employee may sit comfortably toperformthework; however, there maybesomewalking,standing, bending,carryinglightitems, driving an automobile, etc.
  • Special physical demands are not required to perform the work.


  • FLSA: Exempt
  • Travel is estimated at 25%
  • Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.
  • Successful candidates must pass a fingerprinting, background, and reference check.
