Description and Functions

This position coordinates and manages the statute-required certification of community mental health and substance abuse providers funded by the Behavioral Health Division (Division) and/or provides services for individuals court-ordered to receive substance use services. The position provides day-to-day management of the certification program and analyzes, plans, and developing internal Division procedure manuals and policy for the certification program per rules and statutes.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Manages new and renewal provider applications for certification reviews content for appropriateness and completeness, provides recommendations for certification status, issues determinations, manages terms of certification.
  • Provides day-to-day technical assistance to providers and members of the public, ensuring effective customer service.
  • Develops internal Division policy and procedural documentation through analysis of identified program processes. Implement planning and incorporation of identified processes into a program manager desk reference handbook, a provider procedural guidance manual, and initiate steps to implement internal Division certification program policy.
  • Provides ongoing support to the MHSA Section through collaborative work with staff members to accomplish current strategic plans and initiatives.
  • Collaborate professional development/education efforts with DUI/MIP curricula training organizations, Addiction Technology Transfer Center (ATTC), Center for the Application of Substance Abuse Technologies (CASAT), and disseminate professional training opportunities to Wyoming providers.
  • Provides ongoing support to the Information Management for Providers (IMPROV) project team to ensure an effective, usable information system that supports provider application for certification and management reports and public information.



Preference may be given to those individuals with a Bachelor's degree in social work, psychology, human services, or a health and human services-related business degree related to mental health and substance use studies, with three to five years of work experience in a community mental health or substance use setting, or comparable.

Preference may be given to those individuals with a Master's degree in counseling or social work with professional licensing or the ability to seek professional licensing.


  • Knowledge of state rulemaking and interpretive guidelines.
  • Knowledge of state certification and national accreditation practices.
  • Knowledge of mental health and substance use current clinical competencies inclusive of a comprehensive understanding of mental health and substance use service delivery.
  • Collaborative communication skills through writing, interactive group work, public phone contact, one-on-one meeting/training, and public speaking/presentation.
  • Organizational competencies in tracking tasks and processes with attention to detail.
  • Competence in the utilization of electronic database applications.



Bachelor's Degree (typically in Business)


0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst II


Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst II
