This position oversees the planning and execution of operations and maintenance activities within the Facilities Management Program. Occupational families in the Facilities Management Program include administrative support staff, plumbing, electrical, HVAC, carpentry, buildings and grounds, custodial, and security. This position is integral to budget review, project management, and fiscal planning for a wide variety of facility improvement projects statewide through direct oversight or consultation. Additionally, this position coordinates with multiple programs throughout the agency and directly oversees the statewide facility assessment and access control systems. Supervisory duties include the PMI process.

  • Administration of the Facilities Management Program
  • Administration of multiple statewide computer management/information systems
  • Develop a long-range plan and vision for the program
  • Develop operation standards and policies that comply with all applicable regulations, rules, codes, guidelines, standards, and specified performance criteria
  • Plan, develop and administer the facility program budgets, including operational budgets, capital construction budgets, design, and construction engineering budgets
  • Assist with review and provide recommendations regarding project and budget approval
  • Oversight and development of subordinate managers and supervisors
  • Establish training budgets for facility program, set internal standards for certification and certification timelines
  • Responsible for final decisions pertaining to personnel
  • Manage, design, and develop projects statewide from conceptualization, planning, design, specification, bidding, construction, commissioning, completion to final acceptance
  • Engaging and managing appropriate engineering and architectural consultants to aid in the design, bidding, and construction management of projects
  • Coordinate process improvement for the facility programs
  • Serve on committees and/or councils associated with facility management which have the goal of setting the standards of the facility management area of expertise
  • Stay current on trends and best practices for facilities management
  • Communicate with executive staff, program managers, representatives of Federal, State, County, and Municipal government and regulatory agencies for sharing
  • Coordinate multiple technical crews to provide the most efficient use of resources for the agency
  • Manages a large staff of subordinate master level supervisors and journeyman level trades technicians who perform daily and long-range maintenance tasks related to HVAC, mechanical, electrical, and plumbing
  • Responsible for oversight of scheduled trades projects and allocation of resources
  • Oversight of the preparation of annual maintenance budgets
  • Responsible for oversight of services contracts and contract services
  • Ensures that project designs integrate into existing systems
  • Oversees funding and allocation of funds for projects to ensure appropriate funding to approved construction projects



Preference may be given to those with certified Facility Manager Certification.

Preference may be given to those with a minimum of 5 years supervisory responsibility for 30 or more employees. (May have the occasional times to be supervisory responsibility for the occupational families of the employees listed above.)

Preference may be given to those with experience with training and certifying employees in their field of expertise.

Preference may be given to those with experience with the agency expenditure and budgeting process.


  • Knowledge of hazardous material handling and laws

  • Knowledge of federal, state, and agency purchasing and property control procedures
  • Knowledge of policies, procedures, facilities, and security
  • Knowledge of building equipment repair and maintenance equipment repair
  • Knowledge of emergency, preventive, and corrective maintenance
  • Knowledge of heavy and light equipment operation
  • Knowledge of Wyoming personnel rules, policies, and procedures
  • Knowledge of Wyoming state statutes
  • Knowledge of the State, County, and City building codes and laws
  • Knowledge of the department of environmental quality laws and regulations
  • Knowledge of business practices and procedures
  • Skills in inventory control and purchasing
  • Skilled in computer software programs such as Microsoft Office, Google, and management systems



Bachelor's Degree (typically in Management)


2-4 years of progressive work experience in the management of Facilities and/or Skilled Trades with acquired knowledge at the level of a Skilled Trades Manager

  • Exposure to hazardous materials
  • Must have the ability to lift up to 50 lbs.
  • Typically, the employee may sit comfortably to perform the work; however, some walking, standing, bending, climbing, driving, etc., may last for an extended time.
