This National Guard position is for a FINANCIAL SERVICES TECHNICIAN, Position Description Number D******* and is part of the WY United States Property and Fiscal Office, National Guard. Learn more about this agency Responsibilities This position is located in the US Property and Fiscal Office (USP & FO) Comptroller Division, Financial Services Branch. The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records. Travel Required Occasional travel - You may be expected to travel for this position. Supervisory status No Promotion Potential None - #### Job family (Series) 0503 Financial Clerical And Assistance- Requirements Conditions of Employment KEY REQUIREMENTS: Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only Must be assessed into WY ARNG before appt. May take up to 120 days. Must submit ERB or DA Fm 2-1 and Transcripts Refer to Required Documents section for additional details and links May be required to successfully complete a probationary period Federal employment suitability as determined by a background investigation. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Required to complete Level 1 FM Certification within 24 months of appt. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). The Selected applicant must complete an 'I-9, Employment Verification', 'OF-306, Declaration of Federal Employment', and a 'Declaration of Relatives in the Wyoming Military Department' prior to the appointment date. Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives. Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS). Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS is not authorized in lieu of incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f). Qualifications EDUCATION REQUIREMENTS: Must have a high school diploma or general education development (GED) diploma. An under-graduate degree from an accredited college/university is optimum. SPECIALIZED EXPERIENCE: Must possess at least three months of basic finance program training or competencies that provided knowledge of financial principles and procedures that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. - Competencies to review pay concerns or complicated pay adjustments to include assessing unusual circumstances or conditions; skilled in analyzing particular facts of financial transaction problems / issues, verify and evaluate data; and obtain additional information to reconcile discrepancies or inconsistencies; - Knowledge of pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution; - Competent to process unique and special pay and entitlement actions in order to provide the appropriate entitlements, such as Base Pay; Basic Allowance, Housing (BAH); Basic Allowance, Subsistence (BAS); Incapacitation Pay (INCAP); Family Separation Allowance (FSA); Hazardous Duty Pay; Hostile Fire Pay; Combat Zone Tax Exclusion (CZTE); Special Duty Assignment Pay (SDAP); Student Loan Repayment Program (SLRP); incentive (bonus) pay; Invitational Travel Authorization (ITA); Jury Duty; child support; wage garnishments; allotments; survivor benefits; and incentive pays (Jump Pay, Medical Pay, Flight Pay, Foreign Language Proficiency Pay). NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: - Knowledge and skills of the procedures and techniques to conduct difficult and responsible analysis and determinations within a complete financial management system to validate transactions and to perform research to resolve inconsistencies. - Knowledge and skill to suggest specific changes to the guidelines themselves, development of control mechanisms, additional training for customers and specific guidance related to the procedural handling of documents and information. - Knowledge and skill in applying principles and practices involving data protected under the Privacy Act. - Knowledge and skills regarding records management. - Knowledge and skill in providing quality and time sensitive customer service techniques. FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT: Continued employment in this position is subject to successfully obtaining and maintaining a Level 1 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 1 certification in which case he/she must complete the certification in the original 2-year period. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. COMPATIBLE MILITARY ASSIGNMENTS: Enlisted: 36B, 42A DRIVER'S LICENSE: Must possess a valid driver's license. Education SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: To qualify for GS-0503 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
