  • QuestionsDescription and FunctionsOpen Until FilledGENERAL DESCRIPTION: The Wyoming Department of Workforce Services (DWS) is seeking a Senior Accounting Analyst to provide leadership and direction in the grants and programs area for the Division of Vocational Rehabilitation (DVR).Human Resource Contact: 307-777-3547ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
    • Monitors and tracks the status of each grant/program through its life cycle
    • Serves as the primary contact with fiscal and division staff and other departments on issues regarding the DVR grants and programs
    • Serves as the primary contact for evaluation, research and problem resolution
    • Monitors, inputs, reviews and approves federal grant data in the state's accounting system (WOLFS) and the division's case management system (WINRS)
    • Prepares ad hoc fiscal reports from data stored in WOLFS and WINRS
    • Prepares and submits grant and program reports
    • Develops and adjusts associated budgets, and coordinates budgeted funds
    • Screens and processes requests for expenditures and ensures the timely application for reimbursement
    • Develops and installs accounting systems, records, methods and procedures to address changes in requirements
    • Monitors expenditures to meet GAAP requirements and performs annual year end closing including schedules of federal financial assistance
    • Insures adequate internal controls, manual and automated system documentation, work flow processes, and procedures for multiple internal financial systems are in place to provide timely and accurate information
    • Reviews monthly financial reports from WOLFS, reconciles and corrects any changes
    • Reconciles project and/or grant reports from WOLFS to federal or other state reportsQualificationsPREFERENCES: Preference may be given to candidates who have experience working with federal grants, matching funds, and compiling and submitting quarterly reports to the State Auditor's Office. Additional preference may also be given to candidates who are proficient in creating Excel spreadsheets.KNOWLEDGE:
      • Knowledge of Generally Accepted Accounting Principles (GAAP), as they pertain to government accounting systems
      • Knowledge of principles, concepts, and current practices of government management, including budget development, personnel management, purchasing management and administrative policies
      • Knowledge of methods and techniques of fiscal auditing
      • Knowledge of the maintenance of accounts, including fund accounts and balancing the accounts to the different systems involved
      • Skills in interpreting complex grant funding requirements, submissions, and budget projections
      • Skills in oral and written communication
      • Skills in efficient time and work management
      • Skills in organization and planning
      • Skills in evaluation, policy, and decision making
      • Skills in the use of financial management software including word processing, spreadsheets, and databases
      • Ability to interpret State and Federal laws and regulations regarding grant administration
      • Ability to handle a high degree of detail in everyday work
      • Ability to analyze information and formulate conclusions
      • Ability to work independently
      • Ability to work efficiently under stressful situations
      • Ability to draft special reports as required
      • Ability to analyze financial reports and choose appropriate accounting methods to provide required data
      • Ability to maintain a good working relationship with staff members and others outside the division

      • Ability to train new employeesMINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Finance)Experience:1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting AnalystOREducation & Experience Substitution:4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting AnalystCertificates, Licenses, Registrations:NoneNecessary Special RequirementsNOTES:
